        Chap Petersen, the Democrat incumbent, scored a low 36% on the pro-family index (The Family Foundation), compared with 67% for Jack Rust in ’01.  Petersen voted against repeal of the death tax, and for the Sale Tax Referenda, which was defeated by voters.  He voted for expanding charter schools, and to authorize the posting of the national motto “In God We Trust” in public buildings.  He voted for the ban on partial birth abortions, and for defunding Planned Parenthood, but against parental consent before a minor’s abortion,.  He supports the gay legislative agenda and is endorsed by the Va. Partisans Gay & Lesbian Democratic Club.  He voted against requiring public health personnel to notify parents when their minor child seeks or receives medical services, and against improved safety and health standards at abortion clinics. He did not return his issues survey response.

        Jack Rust, the challenger, is regarded as a moderate, pro-life Republican.  He favors repealing the death tax, limiting the rate of growth of state spending to inflation plus population growth, and returning surpluses to taxpayers after one-time spending for infrastructure improvements.  He opposes referenda for raising sales or income taxes.  He favors school choice and favors subject competency testing for math, science, English and history teachers.  He supports increasing the percent of the budget devoted to critical transportation needs.  He favors a ban on human cloning and improving the health and safety standards of abortion clinics.  He favors parental consent before a minor’s abortion and opposes taxpayer funding of abortions. Race at a Glance

This is a tightly contested rematch for a seat held by Jack Rust until two years ago, when Chap Petersen took a surprise win.  Democrats must hold this district to keep alive their hopes for regaining any of the seats lost to Republicans in recent years.
